The development of the regional economy is currently becoming relevant for the authorities and the scientific community. One of the tools for the effective solution of regional economic problems is the improvement of research and production cooperation. In this regard, the purpose of the work is to systematize the directions of government programs on stimulation of research and production cooperation, as well as to identify the problems of implementation of measures to stimulate the science sector and business to cooperation. The author attempts to study this process at the Federal and regional levels, to systematize the directions of government programs on stimulation of research and production cooperation. The paper presents the analysis of state programs in order to identify direct and indirect measures to stimulate research and production cooperation. The North West Federal District was chosen as the case with a large number of industrial enterprises and universities including research organizations. The directions of the government programs on stimulation of research and production cooperation at the regional level are systematized. The results obtained in the course of the study contribute to the development and systematization of the theoretical basis of the considered problem. The main drawbacks of the process of effective implementation of the tools activating science and business to interaction included in the regulatory documents regulating the economic development of the regions of the North-Western Federal District are revealed. In the course of the study the following general logical methods and techniques of research were applied, analysis, abstraction, generalization, deduction, analogy, etc. The practical significance of the work is associated with the possibility of using the study results by researchers, postgraduates, undergraduates dealing with the problems of industrial cooperation development
