The ongoing research is attributable to lack of a unified concept connecting the mentality of social processes and the modernization of the Russian society. The objectives are to identify the research consistency and the correlation of concepts such as social vulnerability of the population, mentality and mental barriers, social inclusion. Socially vulnerable population groups include population groups experiencing exclusion which is reflected in limited access to rights, resources, goods, services, or in whose respect there is a risk of social exclusion in the near future without the support of society. Social exclusion is the main criterion for determining social vulnerability. It is divided into two components (situation and condition), which provides a more explicit observation of exclusion indicators and the description of its mechanisms. The main factor of exclusion is the individual’s inability to perform labor activity as the latter is both the main source of income for most people, a means of self-actualization and one of the main areas of communication and social relations. On this basis, the following categories of socially vulnerable population groups have been identified: population of pre-retirement and retirement age, the disabled, young specialists, families with minor children. The explanatory concept of exclusion and inclusion (as an opposite) is based on provision of special treatment to the socially vulnerable population groups. Mental barriers of society are reflected in the form of a negative image of these groups; negative emotional and behavioral patterns are also not an exception. In everyday life, mental attitudes pose barriers in activities and communication. The role of inclusion barriers can be performed by a feature of Russian mentality such as paternalism. Socio-cultural context of social inclusion is the interaction of traditional values of the Russian culture (communalism, self-sacrifice, unity, etc.) with Western liberal values. In further work of the research team there are plans for analyzing the situation of socially vulnerable population groups on the regional labor market and identification of the factors in their low competitiveness, studying the stereotypes in the field of employment, the development of mechanisms for overcoming mental inclusion barriers of these population groups
