Developing competition and high innovative activity in the market of educational services enable the consumer to make a choice in favor of those educational structures that not only have modern educational technologies, but can also provide, along with an individual attention to each trainee, a high level of the educational process's orientation to the implementation of supplementary vocational education programs. In this context, the priority issue of supplementary vocational education is the development of a systemic approach to the formation and implementation of educational programs. Supplementary vocational education receives the least attention from Russian researchers. As a rule, researchers consider the place and significance of supplementary vocational education in the formation of Russian human capital assets. Such state of knowledge of the system of supplementary vocational education is largely due to the fact that the relevant statistics was formed in the Russian Federation on the basis of administrative and institutional reporting, which under new conditions did not manage to adapt to an adequate expenditure accounting from extrabudgetary sources. In 2016, within the framework of ISEDT RAS, the work was initiated on the organization of supplementary vocational education concerning advanced training programs. The purpose of this article is to consider the specific character of implementation of supplementary vocational education in a scientific organization (the case study of the Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences). The conclusion is made about the prospects for its development. Most supplementary vocational education programs implemented by the institute are developed to train managers and key personnel of state and municipal regulative administrative authorities. Experience gained with the help of scientific studies carried out at the Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences, numerous basic and applied researches, resulting in scientific works, authors’ methods, items of intellectual property – all these issues became the basis for the development and implementation of advanced training programs for civil servants and public officers. Supplementary vocational education as a direction of activity of a scientific organization is a way of transferring practical results of scientific research to the trainees, as well as an effective subsystem of continuing education in the system of training of managerial personnel for the region
