Implementation of strategic priorities within the framework of the national project “Small and Medium-sized Enterprises and support for individual entrepreneurial initiatives” is one of the necessary conditions for the country’s economic development through entrepreneurship activation in technology sector. The latter involves popularization of entrepreneurship which includes information and educational components. The main idea of the article is that we consider educational factor from two positions: first, from the point of view of the formation of entrepreneurs’ educational potential, and second, implementation of the accumulated educational potential by entrepreneurs through management of mentoring programs, transfer of experience to novice entrepreneurs and, thereby, popularization of this type of activity. The study uses a systematic approach and a methodology of comparative analysis which allows comparing technological startups, as well as making a rating of Russian universities training in which helps to form the necessary skills for entrepreneurs. The paper considers the main scientific researches concerning the main questions connected with education influence on technological entrepreneurship. The author proposes systematization of promising technological projects (startups) in Russia based on the criteria of educational trajectory and territorial affiliation. The work analyzes the results of entrepreneurs’ survey in the direction of technological startups which allow identifying the type and place of education. We present the main rating characteristics of Russian entrepreneurial universities in order to more objectively assess educational factor in technological entrepreneurship with possibility of further prioritizing the development of this type of activity in the regions. In conclusion, the research proposes the development directions of technological entrepreneurship at the regional level taking into account the educational factor. At the further stages of the study, the author plans to expand the list of factors influencing the development of Russian technological entrepreneurship and analyzes them
