Issues related to socio-economic system development are always relevant, so the problem of providing socio-economic system with objects of innovative infrastructure (organizations that promote the system development in scientific, scientific and technological and innovative areas) is considered no less important, especially when 70% of enterprises in all regions of the Russian Federation consider as a priority the expansion of their own activities due to the growth of the production of innovative goods which affects the increase in the level of the territory’s socio-economic development. But enterprises’ activation is hindered by barriers (for example, the lack of financial resources, etc.), as well as the effectiveness of the innovation infrastructure to facilitate implementation of innovative projects. The last barrier is related to the need to solve the problems of innovative infrastructure itself. As a result, one of the important tasks is to study innovation infrastructure, availability of its facilities in the regions, analysis of the demand for services, etc. The purpose of the research is to structure theoretical and methodological aspects of assessing availability of innovative infrastructure in the regions. In contrast to other works, the focus is not on the analysis of innovative infrastructure as such, but on availability of its facilities. The article substantiates the place of innovation infrastructure in the functioning of socio-economic system, considers the issue related to understanding of the term “provision of innovative infrastructure objects”, studies and analyzes methods for assessing the provision of socio-economic system with innovative infrastructure objects with their corresponding indicators. In the course of the work, the authors have used general scientific methods (comparison, generalization, analysis, etc.). The scientific novelty is in the structuring of theoretical information on the methods of assessing availability of socio-economic systems of the region with innovative infrastructure; practical significance is in the possibility of using these materials in the process of developing new methods for assessing territories’ availability with innovative infrastructure objects
