Modern challenges to the Russian economy in connection with international sanctions have identified the need to develop the innovative potential of enterprises based on the growth of innovative activity of personnel. Innovative activity requires a change in the system of training specialists, including in the field of secondary vocational education. But in the modern theory of innovation, sociological studies of the subject component of innovation activity and in real economic practice, middle-level workers and specialists are almost not considered as subjects of innovation. Educational programs of secondary vocational education are also not focused specifically on the formation of innovative competencies. Therefore, practice-oriented forms of education play an important role for the training of specialists in the system of vocational education for an innovative economy. The interaction of vocational education institutions with employers who have experience in innovation, translating it into the educational process, contributes to the formation of an innovative culture of students. Educational and production centers (clusters) created during the implementation of the federal project “Professionalitet” have great potential in this regard. The purpose of the study is to characterize the possibilities of educational and industrial clusters in the formation of the innovative culture of students of the vocational school. The decomposition of the innovative culture of students was carried out; on the basis of a questionnaire survey of students, the state of readiness for innovation activity was determined; factors affecting the effectiveness of the formation of innovative culture within the educational and industrial clusters were determined. The applied methodological approach and tools can be used in conducting research on the innovative culture of students, middle-level specialists and working professions, as well as in adapting the forms and programs of training specialists in the system of secondary vocational education to the needs of the innovative economy
