Small business is an important element of the social space. Its functioning and development ensures the satisfaction of the needs of the national economy, economic diversification at the federal, regional and municipal level, effective use of available resources of the region, satisfaction of local consumer demand, development of a competitive environment in the region’s economy, etc. Moreover, the activities of small business have an impact on the population’s welfare and standard of living. To implement administrative influence on processes of functioning of small business subjects for the development of social and economic system state bodies created a corresponding regulatory framework regulating conditions of activity of the studied economic sector. The resulting economic relations between business and government (administrative climate) play an important role in achieving target result of public administration, which determines the importance of their research and control. Therefore, the purpose of the article is to determine the main trends in changes in administrative climate of small business functioning to identify the areas of management influence necessary to create favorable conditions for the development of the economic sector under review. To achieve this goal we analyzed the trends in the main indicators of small business based on the materials of the Vologda Oblast, Based on the results of a sociological survey of entrepreneurs we describe the state and the main trends in changes in the administrative climate in the region and identify the promising areas of public management impact needed to create favorable conditions for the development of small business. A developed system of measures in these areas will ensure the development of small business and the formation of an efficient model of interaction between small businesses and public authorities, which in turn will increase the level of socio-economic development of both individual Russia’s entities and the country as a whole. The materials of the article can be used by the federal and regional authorities and management bodies to outline further development strategy of the business sector
