Significant quantitative and qualitative changes are noted in the labor markets of the world as a whole and in Russia in particular: the growth of requirements for digital competencies, the disappearance of previously sought-after professions, the development of non-standard employment, etc. The COVID-19 pandemic, which swept all countries of the world in 2020, has had a serious impact on the nature of social and labor processes: unemployment rates have increased, incomes have decreased, etc. The purpose of the study is to analyze the qualitative characteristics of labor potential and the quality of employment of workers in the conditions of the COVID-19 pandemic. The information base for the analysis includes the results of sociological surveys conducted by VolRC RAS in the Vologda Oblast: the quality of labor potential (2020) and the quality of employment (2021). The studies have shown that the integral assessment of the quality of labor resources (the index of socio-professional capacity calculated by VolRC RAS since 1997) continued to decline. This indicator showed a similar reaction in previous periods of unstable socio-economic development (the 1990s, early 2000s, 2008 and 2014). Consequently, employees experienced a number of non-standard problems for the current situation. In particular, according to the survey, 7% of the working population of the region was sent on unpaid leave in the spring of 2020, and 4% were dismissed. One third (36%) of the working population of the region had concerns about losing their jobs. The experience of remote employment did not meet much optimism among the population either: 44% rather did not like or did not like working like that at all. This is 1.5 times greater than positive assessments (27%). Thus, the research shows that the health of the working population and working conditions require the greatest attention from the state and employers, especially in terms of their pay and the quality of jobs
